About the Position: This newly created, and highly anticipated position will assist the Portland Police Bureau in overseeing, managing, and supporting the design, implementation, and management of training programs. This position will co-manage the Training Division with the Training Captain.
The Police Academic Dean will embrace the City of Portland’s core values (Communication, Collaboration, Anti-Racism, Fiscal Responsibility, Equity). They will provide professional development and continuing education to Training Division instructors to ensure that all personnel are highly qualified and well equipped to perform their duties in an equitable, lawful, impartial manner.
What you’ll get to do:
Facilitate the design, development, and delivery of training programs for the Portland Police Bureau’s Training Division. Continue to apply training evaluation methods to ensure curricula is aligned with PPB objectives and provides data to inform instruction and on the job application.- Provide expertise in developing engaging and effective programs for adult learners through classroom instruction, interactive exercises, role-playing scenarios and on-demand, web-based modules. Create and manage partnerships with local colleges and universities.
- Promote innovative teaching techniques for law enforcement training program.
- Collaborate with the Equity and Inclusion Office on the training aspects of the Bureau’s Racial Equity Plan and ensure training is viewed through an equity lens.
- Manage the hiring, retention, and assignment of instructional design and evaluation staff members.
- Reinforce a culture of sharing effective practices among instructional staff by facilitating cross-class observations and feedback, instructional planning sessions, and project planning meetings as necessary.
- Serve as a consultant to instructors in matters of classroom management, teaching methods, and general Training Division procedures.
- Oversee the delivery of Advanced Academy training, In-service training, and specialized training on an annual basis.
- Collaborate with the Equity and Inclusion Office on the training aspects of the Bureau’s Racial Equity Plan.
About the division: The Training Division provides initial training to new recruits, required annual training to all staff, specialized training to individual units, newly promoted officers, and sergeants.

Minimum Qualifications:
Experience administering an educational or training program in a complex organization including evaluating courses, reviewing curricula, and developing academic programs- Experience utilizing an equity lens to evaluate and create equitable and inclusive adult learning curricula
- Knowledge of 21st century policing principles
- Experience managing a diverse staff including training, coaching, writing performance evaluations and the ability to manage both sworn and civilian staff
- Experience ensuring curriculum adheres to applicable statutes, regulations, policies, and/or local ordinances
- Experience collaborating and engaging communities of color and people traditionally underrepresented in local decision-making processes

- Pass an in-depth background investigation

Combination of the following education and experience is required:
- Education/Training: Master’s degree from an accredited college or university with major course work in education, law enforcement, criminal justice, business administration, public administration, or closely related field;
- Experience: Seven (7) years of increasingly responsible experience administering an educational or training program in a complex organization to include evaluating courses, reviewing curricula, and developing academic programs.
- The ideal candidate will establish assessments to obtain empirical evidence to analyze the success of the trainings and refine and adjust trainings based on the analysis.
- In order to better aid instructors in training methods, the ideal candidate will have an understanding of different types and styles of adult learning and have ideas for the best methodology for teaching to people with differing learning approaches.
- The ideal candidate will understand how to train officers to engage and be effective in a multicultural society.
