Eligibility

Division Responsibilities

The Independent Hospital Pricing Authority’s (IHPA) vision is for all Australians to have

access to a sustainable, locally controlled health system. In the context of public hospitals,

IHPA's primary function is to calculate and deliver an annual national efficient price. The

national efficient price is a major determinant of the level of Australian Government funding

for public hospital services and provides a price signal or benchmark for the efficient cost of

providing public hospital services. We undertake several major areas of work designed to

inform the annual determination of the national efficient price, including ongoing

consultation with all Australian health departments, expert advisory committees, and key

stakeholders.

In the response to the Royal Commission into Aged Care Quality and Safety, the

Commonwealth Government announced that IHPA’s functions will be expanded to include

providing advice to the Commonwealth Minister for Health and Aged Care on aged care

pricing matters. This will require IHPA to undertake costing studies, develop and refine

classification systems and develop pricing models, in close consultation with a wide range of

stakeholders. In addition, IHPA provides advice to the Department of Health and Ageing on

the Australian Government’s prostheses list reform initiatives.

Branch Responsibilities

The Pricing and Analytics Branch are responsible for all data analytics, statistical modelling,

benchmarking, and policy impact assessments as part of IHPAs function in determining the

national efficient price and national efficient cost for Australian public hospitals each year.

As part of IHPA’s expanded remit, the Pricing and Analytics branch will be responsible for

developing advice for the pricing and funding of aged care, prostheses list price

benchmarking, and researching the viability of alternative models of health care funding.

Section Responsibilities

The primary role of the Pricing Development section is to provide advice on aged care

pricing matters as well as protheses pricing. The Pricing Development section also works in

collaboration with other teams within IHPA to develop innovative methods for determining

prices for public hospital services, evidence driven national health policies, alternative

health care funding models, and classification systems.

Key Responsibilities

This position combines elements of data science, stakeholder management and leadership

to contribute to IHPA’s strategic goals. Responsibilities include:

  • Understanding and analysing data collected from public hospitals, private hospitals,

aged care facilities, and other government bodies to design statistical models and

answer complex policy questions.

  • Providing specialist advice to various IHPA working groups, managing relationships,

and working with stakeholders on technical issues.

  • Preparing analytic working papers and technical documentation to communicate

technical issues to key stakeholders.

  • Support the Pricing Implementation team in the development of the national cost

and pricing models.

  • Supporting the IHPA Executive in explaining the ABF results and other technical

issues to external stakeholders.

  • Supporting the development of the section, including peers and direct reports. This

role will also have the capacity to manage one or more APS6 Technical Analysts.

Key Capabilities

  • Demonstrated ability to undertake projects in an uncertain environment, including

determination, tenacity and passion in the delivery of challenging projects.

  • Strong technical and analytical skills, with high attention to detail. Experience in

mathematical or statistical analysis and model development.

  • Capacity to conduct sound analyses in an environment dominated by policy and

stakeholder constraints. Ability to adopt a pragmatic approach to analysis and

deliver results accordingly.

  • Demonstrated experience in managing project design and delivery as part of a high

performing multi-disciplinary team.

  • Critical thinking skills, including the ability to develop and assess the quality and

applicability of complex analysis and modelling.

  • Demonstrated ability to communicate complex technical information that is

appropriate for a range of audiences.

Desirable Experience

Experience in health data analytics (SAS, R, Python), health funding, aged care, hospital

funding policy.
