Division Responsibilities
The Service Delivery Division incorporates staff in all State and Territory offices and in
National Office. The Division is responsible for supporting local implementation and delivery
of a range of Australian Government aged care and health programs, while managing
relationships and partnerships with key internal and external stakeholders.
The Division contributes to program management, policy and program development, as well
as review and evaluation of aged care and health programs. Key areas of responsibility
include: stakeholder and consumer engagement, aged care system navigation and access,
aged care vaccine rollout, aged care emergency preparedness and response, and regional
aged care stewardship.
Branch Responsibilities
The Western Australia and South Australia (WA/SA) Branch is responsible for local
implementation of a range of Australian Government health and aged care programs. Our
offices in Perth and Adelaide have a key role in delivering programs and services, while
managing relationships and partnerships with key internal and external stakeholders.
Section Responsibilities
The South Australian state office works collaboratively with the other state and territory
offices as well as policy, program, regulatory and corporate areas of the Department to
achieve the Government’s health and aged care priorities. Responsibilities of the sections
within the SA office include:
- Provision of local knowledge, analysing local and regional aged care sector needs,
service level analysis, program management, aged care system stewardship,
relationship management with stakeholders, local solutions brokering, and
assistance in policy development and input into program design and evaluation.
- Delivery of aged care regulatory functions, including management of residential aged
care places, planning and monitoring of supply and stakeholder engagement.
- Program assurance of health and ageing grants administered by the Department of
Social Services’ Community Grants Hub on behalf of the Department.
- Appropriate support for the aged care sector to respond to COVID-19 and other
emergency situations.
Please note that we expect that successful applicant will work from our office in Perth.
Key Responsibilities
As Director your key responsibilities will include but not limited to include:
- Leading a change agenda within a region, and within the wider departmental
network.
- Rapidly establishing strong stakeholder relationships in the identified regions,
including with consumer groups, Primary Health Network (PHN) and other key
stakeholders in the aged care system.
- Collaborating with other directors and central office and the State Manager to
establish a range of administrative arrangements, strategies, and procedures for a
region.
- Establishing and leading a team as the regional steward for aged care by:
o establishing strategies for system and provider capability development
o establishing relevant and productive forums for ongoing stakeholder
engagement and solutions brokerage.
- Building and leading a high performing cohesive team, and ensuring it has strong
grasp of its transformative role, as well as the business continuity of the team and its
functions.
- With a strong focus on the needs of senior Australians, develop an understanding of
the local community and the services within that community including planning for
future needs.
- Identifying and building service gap and capability profiles for services in the region.
- Leading key aged care emergency response activities including preparation for, and
the provision of support relating to emergency events, including assisting in the
development of procedures and actively facilitating and promoting preparedness
across the office.
Key Capabilities
- Experience or capacity to quickly acquire understanding of aged care services,
including residential and home-based aged care.
- Strong and demonstrated stakeholder engagement skills, including interpersonal
skills, and ability to negotiate with, liaise, build rapport, and collaborate with a range
of system actors.
- Well-developed problem-solving ability, including the ability to record, analyse and
interpret data and relevant information to make judgements, inform strategies and
resolve complex issues.
- Experience in risk, issues and/or change management and program assurance.
- Ability to engage with risk and undertake risk management activities, including
identifying early risk factors in aged care service provision.
- Demonstrated ability to support change and work with ambiguity, in an evolving
environment, while continuing to make progress.
- Personal drive, motivation and a pro-active approach.
- Well-developed judgement skills including the ability to identify risks and potential
solutions.
- Excellent written and oral communication skills including the ability to draft high
quality documents, provide advice, and communicate persuasively to a range of
audiences.
- Demonstrated high level decision-making skills to make delegated decisions under
the Aged Care legislation.
Desirable Experience
Experience of the aged care systems and the aged care legislation is desirable but not
essential.
