Eligibility

Division Responsibilities

The Independent Hospital Pricing Authority’s (IHPA) primary function is to enable activity-

based funding for Australian public hospital services. IHPA does this by delivering an annual

National Efficient Price (NEP) and National Efficient Cost (NEC). The NEP and NEC are a

major determinant of the level of Commonwealth Government funding for public hospital

services and provide a price signal or benchmark for the efficient cost of providing public

hospital services.

We undertake several major areas of work designed to inform the annual determination of

the NEP, including ongoing consultation with all Australian health departments, expert

advisory committees, and key stakeholders. IHPA is also responsible for developing national

classifications for health care and other services delivered by public hospitals.

Branch Responsibilities

The Costing and Data Infrastructure Branch is responsible for the specification, collection

and validation of cost and activity data, in relation to hospital and aged care and the storage

of that data to determine the national efficient price and national efficient cost each year.

Section Responsibilities

The Information Infrastructure Section is responsible for the management of IHPA’s Secure

Data Management System (SDMS), which includes a Citrix virtual desktop environment with

analytical, data management and office applications, and a web portal that supports the

collection of hospital data from state and territory health agencies. The SDMS is provided as

services to IHPA by an external provider.

The section oversees the provision of SDMS services to IHPA by the external provider and

ensures security of the SDMS through the identification and mitigation of cybersecurity

risks. The section also provides support across IHPA on IT-related projects. The section is not

responsible for the physical IT assets, such as laptops and monitors, nor the associated

desktop services including email, which are centrally managed by the Australian

Government Department of Health and Aged Care.

Key Responsibilities

This position leads the teams responsible for:

  • Managing procurement and contract management with IHPA’s third-party suppliers

ensuring correct process followed and documentation prepared to a high standard.

  • Managing partnerships and program delivery by third parties through management

of Information Infrastructure section.

  • Project management of IHPA IT projects, in conjunction with other IHPA teams.
  • Developing, implementing and monitoring data governance policies and procedures.
  • Ensuring IHPA’s data governance is managed through Data Governance Steering

Committee, through coordination, preparing papers and documenting actions.

  • Managing and documenting the section’s risk management and mitigation activities.
  • Strategically managing the Information Infrastructure section to support a small

team to deliver the required work program.
