Primary objective
Develop, deliver and provide organisation change advice and support including organisational design, management of change activities, resource
management and implementing change communications for the implementation of a contemporary operating model for Agency Business Systems.
Context statement
Agency Business Systems manages agencies’ core business digital systems through their lifecycle from strategy to design, development, release
and deployment, operational delivery, maintenance, support and retirement. Agency Business Systems is undertaking an uplift of its service
management processes, and will bring teams together through an organisation realignment, and new contemporary toolsets and processes that
are ITIL aligned. In addition, Agency business systems is preparing for two significant new ICT Systems that will be introduced to business as usual
support in Q4 2022. This role will work alongside the leadership team, key stakeholders and staff to plan, engage, and transition the teams to the
new IT Service Management model and ways of working.
Key duties and responsibilities
1. Provide strategic organisational design, change management, engagement, and communications advice and support to the Directors to
develop and implement strategies, plans and actions required.
2. Work with directors, managers, teams and individuals to facilitate the change through applying tools, change management methodologies,
communications and engagement practices.
3. Monitor and manage the effectiveness and impact of the organisational design and change management plan, working with directors to adjust
as necessary.
4. Provide advice, guidance and support directors in the creation of the new structure and transition from current state to future state.
5. Collaborate with other team members to identify and manage change and improvement opportunities, in accordance with best practice
change management policies and procedures.
6. Provide expert advice, guidance and assistance to directors and managers, to plan, manage and support resources through the change.
Selection criteria
Essential
1. Demonstrated understanding of organisation change processes, experience of change management principles, methodologies and tools.
2. High level ability to translate organisational change strategy into operational goals and create a shared sense of purpose within the team and
with stakeholders.
3. Proven experience managing a broad range of stakeholders for a large and complex business transformation.
4. Knowledge of project management, tools and phases of the project lifecycle: ability to analyse and report on complex issues, evaluate
associated risks, benefits and strategies.
5. High level ability in demonstrating flexibility in planning and managing available resources against changing and competing demands.
6. Exceptional communication skills: both written and verbal, active listening, ability to clearly articulate messages to a variety of audiences
utilising a range of modalities.
7. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, respectful and innovative.
Desirable
1. Relevant tertiary qualifications, certificates and/or recent experience in related Organisation Change and Engagement, Project Management
or Human Resources field.
