Coordinates and performs a variety of professional planning functions on behalf of the Longview Metropolitan Planning Organization; conducts planning research, analysis and provides related recommendations; participates in developing metropolitan transportation plans and programs; assists in administering grant funding and/or service contracts; performs other related duties.

Provides professional planning services on behalf of the Metropolitan Planning Organization (MPO) in relation to transportation planning, research, and grant administration. Monitors and maintains compliance with all Federal and State regulations/codes governing the transportation planning process. Conducts and compiles planning research, performs technical analysis and pertaining to the Longview Metropolitan Planning Area; prepares and presents transportation planning recommendations to the MPO. Researches, compiles, analyzes and evaluates transportation/socioeconomic data related to travel demand; interprets complex and voluminous data; performs alternative analysis in TransCad software and coordinates modeling activities with TxDOT modeling team. Provides technical assistance, information, and collaborates with local transit and transportation agencies, local government, and other policy or technical work groups. Develops, updates, and maintains data and information for short and long term transportation planning which include population forecasts, socioeconomic data, travel trends, land use and multi-model information. Coordinates transportation project development with jurisdictions within the Longview Metropolitan Area Boundary (i.e. Longview, Gladewater, White Oak). Participates in the development, technical writing and implementation of the Metropolitan Transportation Plan (MTP), Limited English Proficiency Plan, and the Public Participation Plan. Assists in developing, technical writing of and administering the MPO’s Transportation Improvement Program (TIP), the Unified Planning Work Program (UPWP), Annual Project Listing (APL) and the Annual Performance and Expenditure Report (APER). Coordinates the submittal of grant billing statements to the Texas Department of Transportation (TxDOT) for reimbursement; organizes the year-end reconciliation of the MPO Federal grant. Prepares and processes Requests for Proposals (RFP’s) and Requests for Qualifications (RFQ’s); administers and maintains the annual traffic count and/or other professional services contracts. Updates and maintains the MPO website, Geographic Information System (GIS) transportation databases and the data set for the MPO’s priority project ranking system. Creates, edits, and updates maps for use in plans, websites, and interactive maps for the Longview MPO. Makes presentations to the MPO Technical Committee and MPO Policy Board. Prepares and distributes meeting schedules, agendas, and minutes; creates public notice advertisements and newsletters; prepares documentation, graphics, and displays. Serves as the MPO’s designee to local and regional public transportation committees. Provides staff support to the Transportation Planning Manager or other departmental planning personnel. Assists in planning, organizing, and/or facilitating transportation planning meetings. Responds to public inquiries regarding the City’s transportation plans and projects. Acts on behalf of the Transportation Planning Manager in his/her absence and conducts related duties. Performs other related duties as assigned or required.

Bachelor’s Degree in Urban Planning, Transportation Planning, Public Administration, Geography, GIS or related field, and two years in professional planning experience; OR an equivalent combination of education and experience. Must possess a valid Texas Driver’s License.

Work is performed in a standard office environment. Subject to sitting, standing, walking, bending, reaching, and lifting of objects up to 10 pounds.
