Division Responsibilities
The Primary Care Division leads and delivers policy reform and programs to support
equitable access to quality, coordinated and culturally appropriate primary health care
services. Primary Care operates at the centre of the health system to improve the health
and wellbeing of all Australians across the life course.
Branch Responsibilities
The Primary Health and Palliative Care Branch has four sections which are responsible for
the delivery of innovative projects designed to meet the emerging needs of the primary care
sector. The Branch fosters a culture of inclusiveness, collaboration and high performance,
where individuals are encouraged at all levels to lead in their area of responsibility. The span
of work is diverse, covering maternity policy and reform, stillbirth and preterm birth
prevention activities, national leadership of palliative care, pilots to test new approaches to
areas such as domestic and family violence, wounds management and patient navigation, as
well as after-hours policy and the management of Healthdirect Australia. We work in
partnership with external stakeholders, across the department, with other agencies, and
with state and territory governments to achieve outcomes.
Section Responsibilities
The Primary Care Governance and Implementation Section has responsibility for national
maternity policy, including implementing a significant program of work to reduce
preventable stillbirths under the National Stillbirth Action and Implementation Plan and to
reduce the preterm birth rate nationally.
The Primary Health Care Policy Section is responsible for delivering policy and programs to
improve the health and wellbeing of all Australians across the life course. The Section
manages a range of innovative pilots which look to provide strong evidence bases for
delivery of policy recommendations to the Government within primary care.
The After Hours and Healthdirect Section is responsible for after-hours policy and the
Primary Health Network After Hours Program. The Section is also responsible for
Healthdirect Australia.
Key Responsibilities
Four APS 5 positions will be engaged across three Sections in the Primary Health and
Palliative Care Branch and will variously:
- Assist in developing advice in relation to stillbirth prevention, maternal policy and
guideline development, including undertaking research and analysis to support new
policy, program evaluation and performance reporting;
- Assist with the implementation and management of funding agreements to support
health system navigation for victims-survivors of family, domestic and sexual violence;
- Provide policy advice and guidance on Healthdirect services and provide secretariat
support for the Healthdirect Commonwealth Shareholder Committee representative;
- Contribute to program and policy implementation, including grant and contract
management activities (e.g. managing funding arrangements), program evaluation, and
reporting on project milestones;
- Provide secretariat and coordination duties, including organising meetings and drafting
agenda papers and briefs;
- Assist in the preparation of high-quality correspondence, including briefings, minutes
and reports ranging in complexity;
- Develop and maintain relationships with internal and external stakeholders, including
government stakeholders;
- Keep accurate and comprehensive records, including project documentation;
- Assist in undertaking and managing financial, grant and procurement processes (seeking
quotes, processing invoices, reconciling finances);
- Analyse, interpret and evaluate information/data from a broad range of sources; and
- Other duties in line with the APS 5 work level standard as directed.
