Responsible for managing and directing all aspects of implementation, compliance, and enhancement of all Federal Aviation Administration (FAA)- mandated Civil Rights and Business Diversity Programs at Charlotte Douglas International Airport (CLT). The programs, required by federal law and as a condition of our federal grant funding include: DBE (Disadvantaged Business Enterprise) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) under 49 CFR Parts 26 and 23, Limited English Proficiency (LEP) and Environmental Justice under Title VI, and the public-facing component of the Americans with Disabilities Act (ADA). The OCR also manages compliance with the federal Davis Bacon Wages law.
The DBE and ACDBE Programs are federal initiatives that provide small businesses owned by minorities and women equal opportunity for participating in all aspects of the City's contracting and procurement programs consistent with the laws of NC and the requirements of the United States Department of Transportation (USDOT) and the FAA. These programs cover matters including construction, construction services such as architecture and engineering, and airport concessions such as rental cars, food and beverage, retail, and advertising. LEP compliance requires that people who are not proficient in English are still able to fully use the programs and services of the Airport and, similarly, ADA compliance requires that people with disabilities are able to so do as well. Environmental justice requirements ensure communication with communities impacted by Airport development and operations and seek to ensure that disadvantaged communities are not disparately impacted.
The ability to think and act strategically, be flexible, learn new material, interpret and administer policies, and master complex federal laws and regulations is critical. Considerable independent judgment and initiative are exercised, within established laws, policies and requirements, to accomplish objectives. Highly developed skills working within multiple computer systems and tracking data is required. The OCR Manager must be an excellent communicator as work involves frequent formal meetings and presentations as well as extensive informal contact with the public, airport tenants and contractors, and the FAA's Office of Civil Rights. In addition, the OCR Manager assists with communicating with and answering questions for City Council. Work is performed independently and only reviewed as needed when there are unusual conditions requiring further interpretation of federal regulations. Work is evaluated by review of records, reports and discussion.
General Information:
Standard business hours apply Monday through Friday within a hybrid work policy. Work required at other times for meetings, special events, site visits and emergencies/urgent matters.
Valid driver's license from state of residency with no more than 6 points and the ability to obtain and maintain City driving permit.
Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
1 . Provides day-to-day leadership to ensure high performance and a customer service oriented work environment in meeting OCR requirements. Develops, implements, and monitors solutions to achieve innovative initiatives; applies process improvement and quality management principles to areas of responsibility; inspires and leads the performance of supervisees. Manages employees within City and Aviation guidelines. Hires and trains new staff.
2. Develops and implements policies and procedures to achieve CLT's objectives and goals for OCR, in accordance with the City's policies, state law, federal regulations, and sound professional practices.
3. Manages team budget; monitors expenses for OCR initiatives, contracts and assigned consultants; promotes outreach, opportunity awareness events and provides internal and external training regarding supplier diversity and the small and minority/women owned business community.
4. Works cross functionally with division heads and managers to understand the needs and objectives of their divisions.
5. Manages a team of OCR specialists responsible for organizing and implementing OCR initiatives and ensuring project-based compliance with the DBE, ACDBE, and Title VI Programs.
6. Directly supports the Aviation Department’s Executive Leadership Team by review and editing all of the Aviation Department's Requests for Council Action (RCAs) to ensure the appropriate language for the CBI, DBE or ACDBE programs (as applicable) has been included and prepares a “back pocket” briefing for the Aviation Director prior to City Council meetings with context and background on RCAs with OCR aspects for Council's review.
7. Represents the City and the Aviation Department in public speaking engagements and at community events, sometimes during evenings and weekends.
8. Frequently called upon to meet with the Mayor and Council members to trouble shoot any concerns and also generally to discuss matters related to OCR and brief them on achievements, objectives, and initiatives.
9. Establishes and maintains effective relationship with the FAA's Office of Civil Rights, the City's Charlotte Business Inclusion office, and the local business community.
10. Utilizes the City’s Inclusion CLT system (B2GNow) to track all DBE and ACDBE spend and projects. Utilizes system to provide annual reports to the FAA. Makes suggestions for changes and improvements as necessary.
11. Will create, organize, and implement Aviation’s new Business Development Program, a comprehensive program that will assist minority and women owned firms in building capacity and industry knowledge which will also meet a regulatory requirement.
12. Administer and manage the DBE program:
- Conduct research in accordance with established methodology and recommend
annual goal to Aviation Director. Make other recommendations as required.
Identify available DBE firms and review sub-contracting opportunities with Project Managers.
- Set DBE goals for contracts as appropriate.
- Attend pre-bid conferences and communicate requirements of program to contractors.
- Attend bid openings, record receipt of bid documents. Review bids for compliance with DBE Program requirements.
- Request and review subcontractor agreements to ensure that the appropriate federal provisions and DBE requirements are passed down.
- Attend selection meetings for non-bid contract selection and weigh in on the proposer’s DBE compliance and negotiate participation where appropriate.
- Monitor successful bidder throughout project including work site visits and review of payments made to DBE subcontractors.
- Prepare annual achievement reports and submit reports to the FAA.
- Respond to any and all FAA requests for documents and reports, including managing compliance reviews and audits.
- Create and implement outreach events to engage new and existing DBE firms to work on Airport projects.
- Update CLT’s DBE Program as needed to ensure ongoing compliance with FAA requirements and DBE Program language.
- Perform project site visits to ensure compliance with the DBE Program and Davis Bacon requirements. Site visits may be during the overnight hours.
13. Administer and manage the ACDBE program:
Serve as the ACDBE liaison between the Aviation Department, applicable concessionaires and sub-concessionaires. Conduct routine meetings with ACDBE program participants and address concerns as needed.
Monitor ACDBE participation goals, provide updated terminal project and Airport change information to ACDBE concessionaires, answer any questions about new requirements and general questions about Airport operations that affect concessions.
Update CLT’s ACDBE Program to ensure current compliance with FAA requirements and Program language.
Negotiate ACDBE goals with new concession providers and monitor all existing and new concessions to ensure compliance with the ACDBE Program and contract goals.
Request and review updated sub-concession agreements to ensure compliance with the ACDBE Program and that the lease terms are current with the appropriate federal language passed down.
Certify and re-certify all new and existing ACDBE firms within the Charlotte Statistical Area and interstate firms who wish to do business with CLT Airport, in accordance with North Carolina’s UCP Program and DOT guidelines and regulations. Collect, review and analyze all required documentation from firms as required by NCDOT and perform site visits and interviews to verify the validity of information and eligibility for the Program.
Review all concession Joint Venture agreements/contracts to determine the validity of the arrangement and compliance in relation to the ACDBE Joint Venture requirements.
Create and implement outreach events to engage new and existing ACDBE firms for new Airport concessions.
With appropriate staff resources, monitor contract compliance. Identify issues in a timely manner and pursue solutions as required.
Prepare annual achievement reports and submit reports to the FAA.
Respond to any and all FAA requests for documents and reports.
14. Administer and manage the LEP & ADA Programs:
Ensure CLT’s Limited English Proficiency manual is up to date with all current initiatives, new census data and in compliance with Title VI and FAA requirements.
Ensure that CLT is in compliance with all LEP and ADA requirements as it pertains to both public facing (passenger) and internal stakeholders
Identify areas of opportunity for innovative initiatives and work towards creating and executing new initiatives
Complete annual report to FAA for the LEP and ADA Programs
Ensure compliance with ADA Program by completing periodic checks of the Terminal
Respond to passenger and general public questions and assist the public with reasonable accommodations as needed
Implement and oversee the LEP internship Program
Work with internal and external stakeholders (including the airlines, TSA and FAA) to identify issues and improvements as it relates to both the LEP and ADA programs.
Capture all documentation for both programs and facilitate discussions and cooperation with other internal Aviation departments to ensure that program requirements are included in Airport projects and contracts.
Prepare community participation plan now required by FAA for AIP funding.
Knowledge of DBE, ACDBE, CBI and other FAA Civil Rights programs, or ability to acquire such knowledge within 60 days of hire.
Knowledge of construction materials, methods and practices of stages of construction is preferred. Working knowledge of construction and engineering terminology is preferred.
Excellent organizational skills.
Effective leadership and organizational skills, including the ability to motivate, instruct and coach subordinates are required, as is the initiative to identify, solve and follow-up on any performance issues or projects.
Skills to effectively use Outlook, Excel, Word and PowerPoint.

Ability to analyze and interpret contracts, laws and codes of the City, NC and the federal government related to the DBE, ACDBE, CBI, ADA, LEP, and environmental justice programs and any new business diversity programs or revisions required by policy or law.
Ability to conduct research, analyze data, prepare accurate records and reports; use word processing and database programs, access information from the Internet and intranet on a personal computer.
