WHO WE ARE:
Victoria State Emergency Service (VICSES) is a volunteer-based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community's capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.
As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Fire Rescue Victoria (FRV), Parks Victoria and the Department of Environment, Land, Water and Planning (DELWP) during major bushfire and emergency incidents.

ROLE SUMMARY:
This position is available due to VICSES implementing a new operating model with a change to the structure of roles, to best serve the needs of our community and our people.
The Operations Manager (OM) Learning and Development (L&D) supports the Assistant Chief Officer – Regional Learning and Development with the design, delivery and review of regional learning programs, along with assessment of training requirements to ensure the Region develops and maintains the required standard of operational readiness and is able to respond effectively to emergencies.
The OM L&D is responsible for the management of regional training needs analysis and contributing to the L&D Strategies, planning and priorities for the Region. The role coordinates regional resources to support the design and review of L&D programs to build and maintain Unit leadership and emergency management capacity.
The OM L&D will lead an integrated team of volunteer and staff trainers across the Region, providing leadership and guidance, working in a matrix model to build a flexible, agile and high performing workforce, driving a culture of innovation and interoperability for emergency response and improving safety.
This role will undertake command and control functions during local, regional and/or state-wide operations, performing the Duty Officer function and/or Incident Management Team (IMT) role by ensuring the appropriate advice, support and resources for emergency readiness and response.
This role can be located in Sunshine West or Bendigo by agreement.
