Primary objective

Under the direction of the Project Director, the Senior Development Manager is responsible for all aspects of the land development

process from project inception to completion, including feasibility, planning, design, approvals, stakeholder consultation and coordination

of supporting resources.

Context statement

The Land Development Corporation (LDC) is a Government Business Division responsible for delivering strategic land development

projects throughout the Northern Territory.

Key duties and responsibilities

1. Plan and implement the delivery of industrial, commercial and residential subdivision and property development projects undertaken

by LDC.

2. Manage stakeholder relationships and community consultation to achieve successful commercial outcomes, including resolution of

complex project planning and design approvals.

3. Provide input into LDC’s development program, including formulating the budget and overseeing the expenditure to ensure that

LDC’s project delivery priorities are appropriately resourced.

4. Prepare and present high-level Ministerial correspondence, cabinet papers, briefings, reports and general correspondence relating

to LDC’s land development functions in a timely manner.

5. Provide instructions, manage and review contractual and commercial agreements associated with land development, expression of

interests and partnership agreements with the private sector.

6. Procure and manage supporting planning, design and technical resources to ensure delivery of projects within time, quality and

budget parameters.

7. Supervise and mentor Development Managers and Assistant Development Managers. Under the direction of the Project Director,

execute other reasonable duties as required

Selection criteria

Essential

1. Proven ability to plan strategically, establish priorities, allocate resources, program and coordinate work and to direct and supervise

contractors and consultants with regard to the planning and delivery of industrial, commercial and residential subdivisions and

property developments.

2. High level of oral and written communication skills including an ability to interact effectively with people of diverse cultures, strong

negotiation and conflict management skills and the capability to develop and maintain strong working relationships with LDC team

members, Government agencies and external service providers.

3. Demonstrated strategic application of skills in establishment and management of contracts, legal processes, financial management

and project feasibility analysis to facilitate land development projects including partnership delivery agreements with the private

sector.

4. Demonstrated experience in successfully navigating the planning and delivery of land subdivisions and / or building developments

through relevant legislation (including Work Health Safety), standards and industry best practice.

5. Demonstrated personal attributes including an astute and sensitive approach to working in a complex and challenging business

environment, demonstrated drive and enthusiasm, commitment, self-motivation, ability to work independently, willingness to take

responsibility and strong ethical values.

Desirable

1. Tertiary/industry qualifications and/or extensive experience in project management, civil engineering or related property discipline.

2. Sound knowledge of NT Government policies and procedures in relation to procurement.

3. A current ‘C’ Class Northern Territory driver licence.
