Primary objective
Works as part of a team that provides comprehensive and definitive information, costings, estimations and advice for a portfolio
of business units within the Department, reviewing costing for existing programs and projects and those under development,
within the Territory Government's financial framework. Provide management reports that analyse cost drivers and forecasts of
the Department’s financial position.
Key duties and responsibilities
1. Conduct budget management reviews, undertake cost modelling and monitor outputs and performance measures in
compliance with legislative, Government and Agency frameworks and provide recommendations for improvements. Provide
costing analysis and advice for the purposes of assessing, evaluating and structuring resources for business units, programs
and projects as required.
2. Provide high level advice to business units to enable the appropriate management of budget and financial activities including
budget development and cash flows; use of business systems to achieve operational outcomes e.g. ledger structures and,
financial reporting.
3. Develop and maintain strong and effective relationships in order to provide clear advice, forecasting and monthly reporting
to Senior Directors on the status of program and project costs and budgets.
4. Provide strategic advice on policy issues impacting on the efficiency and effectiveness of the department’s budget
management strategies and processes.
Selection criteria
Essential
1. High level knowledge and understanding of the application of budget and financial management cycles.
2. Demonstrated understanding of budget formulation, financial management, and high level reporting. Well-developed skills
to analyse, monitor, and interpret financial data, including knowledge of cash and accrual accounting principles.
3. Well-developed negotiation, advocacy, and problem-solving skills with the ability to influence and to achieve outcomes.
4. High level knowledge and experience of budgeting and reporting systems and of Budget coordination including development
of Budget Reports, Statements, Briefings and Submissions with stakeholders.
5. Highly developed communication and interpersonal skills, with demonstrated ability to interact effectively and independently
with a wide range of stakeholders including executive management and communicate technical and complex subject matters
clearly and effectively for target audiences.
6. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, respectful
and innovative.
Desirable
1. Tertiary qualifications in accounting, commerce or business, and membership of a professional accounting body, such as
Certified Practicing Accountant (CPA) Australia or the Institute of Chartered Accountants in Australia.
